  "text": "Vessel owners shall bear the cost of accommodating observers in the same conditions as the officers on the vessel, within the confines of the structure of the vessel.\nAs a contribution to the costs arising from the presence of the observer on board, together with the licence fee the vessel owner shall pay the Guinea-Bissau authorities the sum of EUR 12 per GRT per year pro rata temporis for each vessel fishing in Guinea-Bissau waters.",
